There are a lot of opportunities to back fill for various lengths of time. However there are no promotions only the opportunity to compete for different or higher positions, positions which tend to be competitive.

Certainly in the regional areas, there are always opportunities for short-term secondments which are an excellent opportunity to gain experience in higher duties and assist when applying for higher positions in future.

Each year you have the possibility of progressing. You complete a personal development plan that has goals and expectations on it. If your manager believes you have met these goals you will progress to the next stage and so on. I think it can generally take you about 10 years to progress from the bottom of one tier to the top of it. Having said that though - nothing is stopping you from applying for jobs on a higher tier - you'll find out one way or another if you don't have the required skills yet.

I haven't been working long enough to know much, however there are often opportunities to do secondments in different positions/areas within the department which may provide more responsibility than your main role, and to take up permanent roles as well.

Promotion is largely related to the availability of roles rather than the need to build experience or 'wait your turn' at a given level. Successful graduates are able to move up relatively quickly.
