I am not sure yet. It seems, at least in R&D, that if you are good enough, you will rise up. This means that the people that are good enough to rise will, and those that don't put in all their effort will not.

The graduate program is a 1 year program that gets you to the position of Developer, and from there people can move up as quickly as they want by asking for more responsibility. Moving up the ranks means taking on ownership of a particular product or a section of a product and opportunities to do this are very frequent.
